The Black Night Incident
The Black Night Incident is the disaster that turned the City against the Marked Ones. Almost five years ago, Marked refugees living in the City died and rose as ghouls, and a whole district was destroyed.
Before and after
Before that night, the City took in Marked refugees and ran a refugee centre for them, where Kiera once worked as a counsellor. Hundreds of the refugees died mysteriously, and the outbreak that followed destroyed a district that was home to 5,000 citizens.
Afterwards, the City passed a law that imprisons any Marked One for life, without trial. New Haven was founded in the aftermath.

The Paladins had supported taking in the refugees. When the refugees died unchecked, around a thousand ghouls tore through High District. The City then outlawed both the Marked refugees and the Paladins.
